The Hon’ble Gauhati High Court, in its directive issued in September 2024, instructed the Government of Arunachal Pradesh to frame the Rules for the Arunachal Pradesh Freedom of Religion Act, 1978 (APFRA–1978) within six months. The stipulated period expired on March 31, 2025, without compliance. Despite repeated submissions of memoranda by the Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP), the Rules for the existing Act remain unframed.
In response to this prolonged inaction, thousands of Indigenous Faith believers from across Arunachal Pradesh joined a Mega Rally at Itanagar, organised by IFCSAP, to register their strong resentment over the delay and to urge the Government to fulfil its constitutional and judicial obligations.
The rally witnessed more than 10,000 participants from every corner of the State — from Tawang to Longding — reflecting unity and determination of the Indigenous Faith community. Participants carried placards and banners demanding immediate framing of Rules for APFRA–1978.

“Our movement is not against any other faith, but for the survival and dignity of our own.” - Shri Rikar Dini, Youth Wing Secretary – Also addressed the gathering.
The event concluded peacefully with a collective Indigenous prayer for unity, justice, and preservation of sacred traditions.
